strong form of government, a professional CEO could create a stronger
government, Should continue the following elected officials: DA, Sheriff, &

Surveyor, Sheriff’s salary is obscene, 70% of the budget, should be scaled
back to restore Mental Health Services
S. Taylor: Must work with 6-7 agencies to get a project done, would like to see
an outside organization to hire the CEO, frustrated by systems within the
County
C. McCoy: Section 210 #3 CAO needs to be the one to appoint the Department
Heads, Department heads need to answer to one boss. Sections 211 this is not
the way business is done
M.J. Botaglia: Board of Supervisors needs a code of conduct, Board of
Supervisors is elected, need to be trained as to their responsibilities within the
County structure
B. Kelson: CEO/CAO need to have the authority to hire and fire Department
Heads to create a cohesive business.
