I have continued to edit, and apologize about the length of the letter, but I now I'm convinced that I must help you, to help us, by making sure that no document is left out or behind; and most important, that EVERY PIECE of evidence we submit to CPS, our attorney's and the Court, is True, correct and on The Record!!

BOS CLARIFICATION OF ROLES W/IN COUNTY

F. Lauftus: Elected officials should report to the people, separation of the
power, the Board of Supervisors behaves as if everyone reports to them,
Employees fear Board of Supervisors
Need separation of powers and responsibilities, too much minutia, Board of
Supervisors need to plan for our community, respond to the people, what are
meetings held during the day, need to make it easier for the public to
participate. Job Description, Clarification of the Board of Supervisors role
within the County.
the County, Department Heads report of the CAO/CEO, Effective system of
annual evaluations, Department Heads should be appointed by the CEO. Too
many elected officials, do not need to have elected Treasurer/Tax Collector,
Department Heads need to have professional training and need to be hired for
their ability not popularity, Purchasing be more functional, high level of
accountability,
C. Dilts:E. Knapp: ** Will return with information
R. Boylan: Grand Jury: if Charter goes away we would be okay, CEO is a
strong form of government, a professional CEO could create a stronger
government, Should continue the following elected officials: DA, Sheriff, &
Elections, Do not need to elect Treasurer/Tax Collector, Clerk/Recorder &
Surveyor, Sheriff’s salary is obscene, 70% of the budget, should be scaled
back to restore Mental Health Services
S. Taylor: Must work with 6-7 agencies to get a project done, would like to see
an outside organization to hire the CEO, frustrated by systems within the
County
C. McCoy: Section 210 #3 CAO needs to be the one to appoint the Department
Heads, Department heads need to answer to one boss. Sections 211 this is not
the way business is done
M.J. Botaglia: Board of Supervisors needs a code of conduct, Board of
Supervisors is elected, need to be trained as to their responsibilities within the
County structure
B. Kelson: CEO/CAO need to have the authority to hire and fire Department
Heads to create a cohesive business.

My letter to board re; my story and need for reform

MS. SANTIAGO, MEMBERS OF THE BOARD: March 31, 2010 Again I would like to thank you and the board members for your patients and your time once again to listen to a very sensitive issue for both sides. The CPS power point presentation was informative and professional, but as it progressed with numbers, percentages and measuring trends to surrounding counties, I remember hearing the words, “we are on track and meeting the counties expectations”, or something close to that. I felt my gut twist and became overwhelmed with sadness. I thought, “ That is not at all what my experience was like”. They present their facts and figures and say that our county is meeting expectations, while they run their own show and seem to leave out the data regarding how the children are coping emotionally and the appropriateness of case plans to families.
